Note on 990s and Contracted Services:

From April 2022 to April 2025, OCCRA held a paid contract with Multnomah County Animal Services to provide emergency response for domestic animal control—15 hours a night, every night, 365 days a year (90 hours/week). This contract supported one full-time employee and two contractors and was strictly limited to domestic animal emergencies and law enforcement requests. It was entirely separate from OCCRA’s wildlife and farm animal rescue work.

All wildlife responses, community outreach, and farm animal transports were—and continue to be—handled solely by volunteers and funded by donations.

When reviewing our 990s, please note that the approximately $180,000/year reflects revenue from this county contract and does not represent funding for our volunteer program. The volunteer side of OCCRA, now including rescue supplies, safety gear, outreach, bookkeeping, insurance, education, and training, is 100% donation-supported.

As of April 2025, due to county budget cuts, OCCRA is now solely emergency wildlife focused, volunteer-based and entirely funded by private donors, grants, and community support. Thank you for your continued belief in our mission, and please reach out if you have any questions.
